Can anyone shed light on these two recent documents that have recently appeared under my bike VIN on HD website
  1. TT413: 2009 - 2020 Touring Rear Fork Rusty Water leakage
  2. M1517: Milwaukee-Eight Engine - Crankshaft Position Sensor

My guess is those are H-D service bulletins / recall notices. I have seen the TT413 before and is related to the swing arm drainage. Your dealer can check those next time you go in for service.

Rusty water in swing arm. Basically the drain hole in the swing arm is covered by the plastic belt guard - should be a hole in the plastic belt guard, but there isnt. It is a relatively easy fix, but... since it is under warranty and they have not updated the belt guard mold since 2009.

Using multiple search terms with M1517, Goggle doesn't turn up even one hit. Maybe it has something to do with removing the CPS when checking for sumping? I know that is the procedure in Service Bulletin M1450. Just a guess.

M-1517 , Milwaukee-Eight Engine - Crankshaft Position Sensor

It is on the Service Bulletin list, on another forum I frequent. That forum has a section that keeps track of all Service Bulletins and Tech Tips... unfortunately it is one of the few that won't open, to reveal the actual Service Bulletin..

It was added to the SB list in December of 2018 with a bunch of others, so it has been out for awhile... probably mid to late 2018...

Sorry I can't offer any other insight, but not owning an M8, I don't always pay attention to all the M8 SBs and TTs when they come out...

Time to contact the dealer.... hopefully they will know....

I'd be interested in the details of M1517 as well. Can't find anything on it through my usual free resources.

What I find odd is TT413 is considered a "Recent Important Document" for 2009-2020 Touring Models. I thought the issue was corrected in 2010?

TT413 was initially released on June 3rd 2009, has never been updated, and affected 2009 Touring Models only. Starting in 2010 HD fitted a plastic plug in the forward facing hole near the rear fork pivot, and redesigned the rear brake line clips. Both were listed as potential sources of water intrusion in TT413.
