If I were to upgrade, that's what I'd go for. Mine is an '09 and I'd like the additional cooling being in Arizona. Also interested in the new Indian Challenger for the liquid cooling.
Anyway, here's the stats on it. He's asking 17. I offered to come look at it but he'd have to get closer to 13. He said no.
I just get a message from him suggesting 16. I'm thinking 14 is the most I'd go.

For what it is worth, I bought my 14 ultra limited with 4000 miles last year for 14k. North Central Wisconsin. You seem on the mark for purchase price. 15k might be fair as well, depending on your market.
Get the VIN and check the recall status. I believe that can be done on Harleys website. There were a few I believe.
The water pumps are sometimes an issue. Some people get less than 10k miles on the original, and others more than 50k. Harley has since stopped selling the original water pump type for those bikes as replacements and are using a different water pump, which I think is being used on the Milwaukee 8's, in the replacement kit.
I changed mine this spring as preventative maintenance as I didn't want to be stranded on a long trip, although if it fails while riding, some say you can continue riding, just making sure to maintain speed. I got the pump from Surdyke and actually wasnt too bad of a job. It was maybe a 250-300 part, which isn't a necessity to be done unless it fails or you want to.
Overall the 14' and newer wet heads (the coolant is only cooling the heads) and their bikes are pretty good bikes and they can rack up the miles.
I had a 15 and currently ride a 16 twin cooled. It is not “if” but “when” will the original coolant pump fail. It is an $800 fix but you can ride for a few hundred or more miles to get to a dealer. Temperature light and CEL will come on, then you know it is your time. I’ve gone through this three times, twice on warranty. Other than that the system works great, and there is now an upgraded replacement part.
KBB lists the *retail* value at $15k. That's the price a dealer would sell it for. So if you want to pay retail value go ahead. Trade in is listed at $11k, generally private sale would be somewhere in between, so a fair deal would be about $13k, maybe $14k tops.
At $16k, this guy is smoking a crack pipe. Don't get overcome with emotion, or you'll get taken.
