2009 road king rear brake issues
If no leaks from the caliber pistons,
Parts 28 is all that is needed, since is the plunger assembly seals that is not holding pressure after a while as the bike sits. Hence pumping up the brakes will cause the plunger to flair out to hold a seal for a while, but will shrink back down over time off the cylinder walls, and will not build pressure back up after a while of the bike sitting.
Note, pick up some new banjo washers (17, since it easier to rebuild the master cylinder off the bike) and you want to have new ones when you bolt the hosing back up to it.

As for low down, pull the master apart, clean up the cylinder walls, then install the new rebuild parts to solve the problem. Also, take a good look at the cylinder walls, since if just cleaning them up will not produce a smooth finish (have cylinder wall pitting from old brake fluid that had a lot of humidity in it), then entire master cylinder will need to replaced as well. Hence light scoring can be horned out to polish the cylinder walls, but if the cylinder wall is deep pitted, then by the time you bore/hone the hell out of the cylinder to clean up the pitting to smooth the walls, the new plunger parts will be too small to work isntead.
Also, with the rear master plunger assembly gone *****, might want to rebuild the front master cylinder with new plunger assembly (13) since will bank that its Bollocks as well.
