I took a ride on a used road glide the local dealer had on the lot. I have to say that the wind management left a lot to be desired. ...lot of buffeting around the tank & coming up the neck of the bike. Comfort on the ride was great but the buffeting not so much. Just my opinion. FYI I have an 09 heritage softail.
You're leaving out a lot of information, especially because the bike is used. Was it completely stock? If not, please describe the bike in detail, especially the seat, windshield, what helmet were you wearing and anything else that might apply.

^^ THIS. In stock form, they MoCo designed the bike to fit a wide variety of riders, but everyone knows that there is fine tuning and experimentation needed in regards to windshields, seats, and air deflectors in order to make it fit YOU. Someone who's 5'4" and doesn't wear a helmet will require a different configuration than someone who's 6'3" and wears a full face. Did you try any of the demo windshields? Our customers utilize the program all the time with great results.
'18 RG here. Stock windshield and the only buffeting that I get is when I close the 3 upper fairing vents, but even then it is very minor. Same experience with 1/2 helmet and with full face helmet. I'm 6' tall with 34" inseam. Wind protection on mine is very good-same as it was on my previous 2 Electra Glides.
Owned 07 RG,11 RGU.13RGU.16RGU an currently 2017 RGU . All had full size touring windshields on them.Put a lot of miles on those bikes. I still do not understand the Buffeting never had had an issue with it. Now if I take the windshield off my FB you better get use to being bounced around a bit.
OK, sorry for the lack of info....2017 Road glide Special with stage 2 & vance hines slip ons, & stock windshield, bars and seat, No lowers.
It’s very rare that stock anything that has to do with wind management on an H-D touring bike works for all riders. Harley builds them that way for a reason.
I have a 2020 with a Memphis Shades 8.5, stock seat and bars. I am 5’8” wear a half helmet and have no issues. When I upgraded to the MS I did notice my radio is a lot loader so I know the 8.5 is working beyond how I feel on my head.
