I changed my fuel filter Sunday in 30 minutes without a special tool. I cover the tank with blue tape and a towel and then just like other people have said, I use a chisel and hammer to hit one of the tangs. Some times it helps to hit the opposite tang once to make the ring rotate evenly. I use a chisel because it bites in a little and doesn't slip like a punch or other tools. This is the third time I've done it and it's very easy.

yup, silly easy. You don’t need a specialty tool

I do the hammer tap too, just tap gently, take your time.

Instead of a chisel or screwdriver, I use a brass drift. Same exact concept, just a little softer on the ring tabs. Zero money buying a tool, zero time making a tool.

I have the LANG tool now that was posted earlier, but before I just used a short piece of PVC pipe instead of the brass drift. Of the two, I kind of prefer the PVC Drift.

Another suggestion: Cover with masking tape - spray the retaining ring with WD 40 - use a wooden hammer handle (doesn`t slip off easily).
