Is this for the 2013 in your signature? If so, my vote is for yes - regardless of the existing rotor thickness. They are 7 years old and you are already in there doing pads.
Back in the day, the rotors that came on my `77 XLCR & Low rider were scored . ( Seemed like they oicked up and embedded sintered material from the stock pads )
Surface ground and sent out for hard chrome ( not decorative chrome ) Problem solved
Wound up doing this to several friends bikes of similar mo0del years

Why is that? Do brake rotors get dry rot? If they are serviceable what is the point of changing rotors?

That makes no sense at all ... If they are not pulsating and are well within serviceable limits replacing would be a total waste of money ... and he's not "in there" ... That would require removing the wheel when he's stated he's planning on replacing the pads
The vast majority of wear is on the pads. Not the rotors. If you have .040" meat left on the rotors you can go though several more sets of pads. Before you even have to think about replacing rotors.

it started when the wheel weights from may last tire install were laying on the garage floor. So I pulled the tire rebalanced did same cleaning and polishing saw my pads were getting thin then I measured the rotor......

I was in the automotive service business for all of my adult life ... Owned my own shop and was ASE certified way back when ( when it was NIASE ) ... There isn't an up side to replacing a brake rotor that exhibits no adverse condition ... Variation on parallelism, ( thicker in one spot, thinner in another ) Lateral run-out ( warped ) or below minimum service limit ... Sometimes damage to the swept surface could indicate cause for replacement ... The rotors that are non vented ( solid disc ) can be extremely difficult to resurface ( it is very hard to dampen the vibration while on a lathe and the vibration will cause grooves resulting in a very poor micro-finish ... As mentioned earlier a surface grinder would be the way to go if you were of a mind to try and recondition the rotor ... Again this ( your rotor ) is a prime example of "If it ain't broke, don't fix it :>)
