Have you looked at the Kuryakyn Adjustable Passenger Pegs?

Aftermarket there are a few options... Kuryakyn's work well on most dressers.. I know my Wife and Grand Kids love them...

Don't the rear pegs have three height adjustments? I thought I read that somewhere. Hmmm. I will have to check it out.

I have the Kuryakin "ratcheting" pegs on the back of my 07 Ultra. In the straight up position, I'll bet they're just right for your passenger. They're a little pricey at $179, but they are a high quality, good looking addition.
