I was out riding on Saturday with my son, and he complained that the saddle bag was cutting in to his calf. I have been looking around, it seems like Kuryakyn has a few options. Does anyone have recommendations?
The Kuryakin adjustabe passenger foot peg is ideal for the shorter passenger and it gives them a lot more comfort options. Money well spent for these pegs. My 5'2" wife loves them. Don't pay full price for them though, check out eBay for deals on these.

Issue $2: Looking at the picture of your Glide, it looks like you've replaced the passenger boards with pegs. The Kuryakyn Adjustable Passenger Pegs probably won't work unless you put the boards back on.

Not sure how they mount on our SG's but when I had my RK Classic with passenger footboards there was a second set of higher mounting holes for the footboard brackets on the bike. Have you checked for a second higher place to mount the pegs yet? Just a thought.

I installed the same pegs. along with the floorboards, Gives the wife some movement on longer rides, which makes her more comfy, and I put them up for my daughter, so she can reach the pegs without the saddlebag cutting into the upper leg. They work great, and they give you options
You probably know this, but thought I'd mention that the passenger footboards are adjustable using an allen wrench. My wife is 5' and she's Ok with the boards all the way in the top position.
Street Glides don't come with floor boards, pegs are stock.
Switching to floor boards is an option, however I haven't found anything that will match the flames on the rest of the bike.
