Does anyone know if a Dealer can and will Disable RSDS on a 2021 Touring
You can turn it off your self . Simple to do . . Seems a lot of people are passing judgement before they used it.
I am also in the process of switching to a 16 inch rear wheel so I can run a 195/60R16 it will be about a 1/2 smaller. It will not be a big deal. Even if you do not turn it off all it would do is throw a VSS code. RDRS is nothing more than traction control.
I have the ability to change ECM and BCM on mine. My new wheel is ready with bearing I am just waiting on the tire to get here.

These are the codes you may see. VSS P0501,0502,0503. if the front and rear wheel speeds do not match it can throw the codes. They are harmless. If you wish to test it get on some wet grass or mud have back tire spin while front is still.
I have not tested this yet.
When you first start off the ABS and,RDRS compare speed That is why you have the flashing lights . It may adjust it self to the different wheels. I will know soon for a fact .
Tuners often shut done the RDRS while tuning so it seems it can be shut down. In ways other than the riders control. I also want to hook up my Centurion and look around in the BCM and ECM for it.
Another note for you bikes with RDRS do not use the old BAS. They use IMU it works in a different and better way. One is when mounting a sidecar in the past you had to shut down BAS, or mount a different one in a new location and add a cable,
With RDRS the IMU is smarter and no changes are needed.
I do know that dealers do not have a clue when it come to stuff like this. I was told flat out that there was no way I could run the sidecar with RDRS. It could not be done. Same dealers that told me the brakes would not work.

I want to go to a smaller diameter Tire on a 16 inch rear rim and use the covingtons 1 inch or 1 3/8 lowering kit
Harley says the RSDS will throw codes and the engine will not throttle correctly if you change tire diameter on a 21 model
RDRS is a $995 option, so unless you've already bought a bike with it (which I don't understand why you would if you didn't want it), just buy a bike without it.
