Default Problems with rear lights

Recently I had my rear break light mount powder coated. After the lights wiring harness was wired back up just like I removed them. Once I plugged them in none of them were working (front or rear)

so after some trouble shooting this is what I have noticed:

When I have one of the rear bulbs replaced the front and the one build is working correctly (brakes and running lights). Bulb can be on either side left or right.

when I plug in both bulbs it turns all the lights (front and rear) off.

I assume the circuit is not being completed but cannot figure out why.

any help would be appreciated. This is driving me nuts!

Did you lose the ground when the powder coat was applied? (Powder coat to paint....?) Don't know if the unit is grounded metal to metal....
