had the same thing happen,it was the jiffy stand rubber bumper that sits against the frame when the jiffy stand is folded up (if thats the rubber cone shaped thing you picked up off the ground)
I asked the dealer about the cover for the blinker Fluid. he told me they checked that on the Dealer prep. He then told me about he recall on the Finnagin pin that causes the slurry rod to dangle. After all was said and done i was charged $300 Harley dollars and used his HD shirt to wipe my hands

now a real answer,, after reading the post I found it to be the left side cover lower tab, seems to me a typical thing with the 07's touring.. Buddy has same part on garage floor . Again on a serious note, thats to guys on this forurm i have many ansers to many questions answered

The only other thing I could think of (and it would be odd), is if your rider footboard lost one of the rubber mounts that act as "shock absorbers." Those are also "cone-shaped." Like I said, that would be a bit odd.
I was preparing to leave for a weekend trip last month, had the side covers off after a wash blowing the water out. Saw one of the rubber grommets missing. Looked all over the driveway, couldn't find it. Stopped at a dealer on the way home and picked one up. When I pulled the side cover off to install the new grommet, I found the old one laying below the hole, just out of sight resting on the frame. Gave it a flick with my finger and it fell to the ground. Put it back in the hole and hung the new one on a nail in the garage.
