It's been a while, I do believe they used multiple spacers on the pulley side. The spacer you are needing usually stays inside of the grease seal. It could have fallen out on the tire machine, or stayed on the shaft of the wheel balancer. Check with where ever you had the tire mounted.

There are two spacers on the left side. Look at the link I provided. Tapered end goes toward the oil seal.
