Default Remove seat strap bracket

I have a tour pac and no need for the seat strap (I'm aware of the legality issue). I have removed the strap but would also like to remove the brackets. Is the bolt holding the bracket on required even if the bracket is removed? I can't tell if the bolt also secures the saddle bag support casting. Anyone know for sure? Here is the bolt I'm referring to:

Take the bolt out and look behind the bracket. maybe you remove the bracket and put the bolt back in the hole.

Thanks! I forgot to mention I did this. When I take the bolt out, it appears there are threads in the frame but it's hard to tell. Also the bolt hole is large and would need some type of washer if it is required.

When I removed those brackets, I didn't reinstall the bolts. On the first ride I noticed a rattle back there. Reinstalling the bolts took care of the rattle. No need for a washer as they're flange head bolts.

I use the strap brackets as an extra tie-down when I strap luggage on the rear seat.

I didn't think about using it for that. Perhaps I will just leave them on. Or at least have them available when I travel. Thanks for the info!

That rivet on top of the bracket can be cut off. My dealer did that for me. Good place to anchor, say a bungee cord.

Mine is actually just a screw, not a rivet. So even easier for me. I like the idea of having an anchor point to strap stuff down. I think I might just take out that screw and leave the brackets for just that. Thanks!

I leave the bracket and the screw. Screw fits the seat mount.
