That's the first I remember "hearing" anything about the tranny size limiting choices of pipes. Also, I'm pretty sure they only put bungs on what they were already making so that buyers could use use both O2 sensors if they wanted to for some reason. In terms of being "legal" I don't think any of the aftermarket pipes are legal for road use anyway, whether they have bungs or not. If it didn't come on the bike from the factory it's almost a sure bet it won't be road usable in strictly legal terms. The rare exception is stuff like the (in the case of HD) Screamin' Eagle slip-on mufflers which have an EPA stamp.
I'm not an environment cop or really all that much in favor of wanting or needing them. Just stating the way things currently are.
I also ride an 04 XL883. It would hardly run stock. I love my bikes but I can't help but get a little po'ed having to spend so much money to get them to run right. Sure, I know the reason . . . EPA. I understand the legal issues and the reasons that Harley has to "choke" their bikes to get them to pass. I'm resigned to the fact that I'll be spending close to a grand on my RK to get it right.
Everyone here has their opinions concerning which pipes to buy. I've finally settles on Rineharts. (the black tips will look great on my black bike!)Now all I need is the MONEY!

The hardest part is picking the parts to buy. That's done . . . time to ride.
I put a set of 06 V&H dresser duals on my 07. All I had to do was grind a small notch in the transmission mounting bracket and open up the frontbolt hole just a little. Took all of two minutes with a bench grinder and dremal.Then I repainted the bracket with black engine paint. If I decide to go with a DTTorTMax later, I'll either weld the bungs on or change out the pipes.

Runs great . . . starts slow. Yes, I have the delayed starting issue that everyone is posting about. If I start it immediately after turning on the switch it starts normally, otherwise it takes a second or two.
