The question is, i was looking at a luggage rack for solo's and it looks like the have two mou ting points, one at the single passenger mounting location and one behind the driver seat. The mountings behind the driver has two bolts... what's up?
That’s how a solo seat and a solo rack mount on a Street Glide. Not sure on a Road King.
Two nuts on back of the solo seat. If I’m understanding your question

I looked further and found many with the double mounts up front, I just didn't put enough effort out and removed my question

Road Kings are no different that an SG, or any touring bike for that matter.

Some seat makers have a single mount at the back of their solo seats and they provide a T-bar with the seat. My C&C solo seat has that, but my LePera solo mounts directly to the 2 bolds on the fender.
