Power commander 3 questions
Your power commander is a piggy back system.
It is not married to a bike.
No license.
You need to look at actual model number on the power commander in order to confirm compatibility by going to the Dynojet website.
Keep in mind that a fuel MAP will need to be created for the unit and most motorcycles have different set-ups (air filters, mufflers, engine modifications).
If it is a used unit then you need to look at map in the unit. This is on your computer once you have the program in your computer and device connected.
In the past some sellers set-up the unit for buyer based on description of motorcycle.
You can generally find downloads for a fuel MAP that can be close enough.
Keep in mind that you have to locate program & set-up your computer with the power commander program, locate a possible download of map, have computer next to power commander or have a power supply for power commander if doing it someplace else, download the map and then keep in mind that unit must be installed (no big deal if mechanically inclined)
Before you do that you need to confirm what is in your CPU of your motorcycle...because some bikes might have a download already for a stage 1 or stage 2 from dealer and that alters your choice of available base maps. If you are not the original owner of motorcycle or if you forgot then you have no way of knowing what is in CPU without taking motorcycle to a dealer.
You could just put a base map in the unit and the use the buttons but that can eat-up fuel if you do not know what is going on.
This is assuming that you are not going to pay somebody for several hours of labor (2-3 hours) to complete a dyno run.
Dyno time is different than installation..Dyno time is when the bike is run through its paces in order to create the best fuel curve.
Unless your 2001 had some modifications made to air filter, mufflers or engine(CAM change) without the dealer download then it really is not going to add much benefit.
1999 was Magneti Marelli fuel injection and 2001 i believe was too(might have been last year for M & M), .
The 12 is delphi so it is a different fuel injection system
For back ground, I have a power commander 2 on a 1998 Road King classic (EVO motor) but my bike has air filter, pipes & cam.

Unless you are riding in the wrong gear, riding around by giving it more gas to mask a problem is not an ideal situation.
Incorrect idle can happen sometimes after a service if someone worked on throttle body, cables, changed bars or maybe did an engine upgrade like a CAM but most times it would be at a stopped or near stopped situation not while rolling.
It would not be the best idea to introduce an additional variable if the bike is not operating 100%.
You will be adding fuel to an uncontrolled situation and the outcome may be variable since baseline is not correct.
The power commander will not raise RPM.
If bike is fuel starved then it would better to review tank internals for a fuel leak, check for clogged filter or loose debris blocking the fuel pump filter & review the external fuel line as they sometimes decompose internally..
Review throttle body. review cables.
Also unmeasured air due to old leaking manifold seals allowing air in would be likely if they have never been changed.
Check electrical system to make sure battery is OK and that it is charging too since a poorly charging system can knock things around..
Once the bike is 100% then evaluate adding the power commander if not the whole situation can become a true puzzle.
Consider not adding anything until proper operation can be confirmed.
