Try loosening the bracket that holds the horn. I recall reading that did the trick. Also, water is the culprit with my bike. Take note whether or not this happens after washing the bike.
Have the same bike (05 Ultra) - horn seems to work fine. However, had it in the shop three times for the fuel gauge. I agree - for the price, you should expect simple things like the horn and fuel gauge to work. As for your problem, I would think this horn should be replaced - can't cost that much.

I have the HD High output horn on my SG. Very loud, gets attention and it looks good. The best part is the compressor is built right on the horn so you don't have to play around looking for a a space to install a seperate compressor etc.
I've finally gone to a 2000 model year HD horn for my '06 FLHTCI. This was after getting the blank stare from the dealer. As usual it would act up and almost sound as if it was grunting all the way to the dealer, and then as soon as I drove it into the bay HONK HONK it worked fine. We repeated this circus for a total of four '06 horns before my sales guy (good guy not a creep) and a decent mechanic said that they had a wrecked '00 bagger in the back and that we should try it's horn. Who would have thunk it......it worked. I got my NEW '00 horn a few days ago and put it on. Works like a champ.....IMO though I think I'm still going to get the AIR HORN maybe I'll get it for Christmas.
