If you have chrome heat shields take them off and look at the underside.
OK, here is a picture of my OEM heat shield. The only rust I can see is on the bracket that makes direct contact with the exhaust pipe And the hose clamps. In those areas the heat from the exhaust burned the chromium out of the plating.
It was hard to photograph because it was so damn shiney.

Nice! I'm guessing you're not worried about rust-through, or the under-rust on the heat shield?
I figured that because it was on the inside and wouldnt be visible, Id install it. Hidden cosmetics, Ill just deal with the sh?t quality control. Honestly, Im just too impatient to play the 'buy and return again' mailing game. I applied the HD emblems and got to installing. This is the worst fitting OEM accessory Ive ever purchased. It doesnt even fully fit the contour of the fender. (theres at least a 3/16th gap between the fender and the skirt. ) Just a general disappointment all around and Im just too busy (or lazy) to return it for a second time.
Mine had a gap in one of the corners but the holes all lined up. I looked at a different fender with the aluminum extension and it had a gap in the same place.
Cheap chrome, aftermarket quality for market price, and its no surprise anymore. Just like Ford and their cheap chrome wheels where the chrome skin will chip off when wheels are subjected first time to a hydraulic or pneumatic tire changer. Ford wont do anything about it, and they dont care if you paid $70K+ for your King Ranch.
