The early (2015 +) "lows" were also the first to use the narrower primary...but not sure what year all the Touring line got them.
The answer is 2016

The first 7 digits of the VIN should read: "1 HD 1 KKL". IF it does then it was a factory built "Low"...easy peezy.
The OP said it was a 2018. It would be 1HD1KKD. The "D" is for Twin Cooled M8 107.

At some point HD no longer made a "low". Not sure if it was 2017 or more recently. I'm sure others know.

Ah...2020, ok. I guess HD didn't sell enough "lows" to keep it in their line-up. I know that in 2015 HD's MSRP for a Ultra Limited "Low" was $1,000 more than the Ultra Limited "standard" sized.

Thanks for the response everyone, but I'm till not certain on reading my VIN, the "KE" simply tells me it a FLHTK, the "D" that follows the "KE" i,m not sure about but the motorcycle tells me different, I see the shock re-locators on the swing arm, and the "Low" designation on the bottom of the seat, was this added at a later date, or is it a factory install? And the "J" tells me it's an 2018.

Click the link below, enter the bike's VIN, and not only will you be able to see if there are any open recalls on it but it should also tell you exactly which model it is:

you're making this much harder than it needs to be. if your vin is 1HD1KE.... then you have an ultra limited. if your vin is 1KD1KK.... then you have a low. the low on the seat is irrelevant, they started adding the low designated seats to all of them. shock relocators are not factory. someone added those after the sale. since your bike is used, it could be way off from stock, but the vin will still tell you what model it left the factory as. but shocks, seats, windshields, handlebars, etc. could all have been changed in the interim.

All 2018 touring models are factory fitted with the same rear fork (swing arm).

If you are seeing "shock re-locators on the swing arm", they are likely an aftermarket lowering device.

I know you mean well, but don't confuse the guy with typos.
