I have a 2006 Ultra Classic. The key works in the ignition switch and the switch turns and pushes down as it should. I can also turn the switch and lock the forks with the key and without the switch being able to turn. When the switch is in the off position, I can insert the key and turn it to lock but the switch will turn although it has some drag to it. Any suggestions or ideas?

turn the bars to the left full lock position, turn the ignition **** to lock setting, push down **** and turn key.
The tumblers in the ignition switch maybe out of alignment. There are YouTube videos to help you realign the tumbles with or without a special tool. Good luck.
Yes I had the lock out and yes the tumblers were clocked correctly. IN the OP I did say that I can lock the forks and I do have the up and down movement. The problem is when the switch is in the off position and I turn the key to lock, the switch will turn.
I have a 2011 ultra limited that will do the same thing, Mine will also ( when locked in the down position ) pull straight up and turn and allow the bike to start ( with drag like yours) I never did figure out what causes it...

BUT what happens when you then turn the switch to the Fork Lock position? (After Locking with key in Off position as stated above). Does it stop turning until you use the barrel key again?
I didn't think you could lock just the ignition switch while in the off position . Never tried it. I thought to lock it the forks need to be in the locked position too.
My 1989 ElectraGlide, and maybe my 2002, I could lock the ignition switch while the bike was running. This way when I stopped, I just turn the handlebars full left, and turn the ignition switch to lock and everything locked. My 2019 FLHTP will not do that.
