Most of your riding doesn’t utilize the tour pack so I’d pass on that. My last bike was an Ultra Limited and I really like the lighter weight of my RG. The 117 on the ST is nice but not a whole lot better than the 114. If you like the short bags though, I’d go with the ST. Good luck and great choices. Can’t loose.
Like others have said, you could make either a limited or a special work for how you ride. You will not scrape those extended bags, it’s just a design thing. I owned a 2019 RGS that I really liked and currently I ride a 2022 RGL that I like just as much. My wife prefers the limited by far due to the tourpak setup. I probably spent the same in modding both bikes to fit my preferences.
If you don't ride 2-up, or travel anymore than a day ride, I wouldn't want to ride with that tour pack and additional seating. My buddy rides by himself almost 100% of time and he looks all goofy with all that in the back, and no one, nothing back there, imo. I would think you would really have to lean to scrape the stretched bags. I put rear crash bars on mine just in case but they have never scraped(yet).
Ultra is best choice, your stated needs and the two other options dont compare.
Learn to appreciate the tour pack.
FWIW, I scraped the left bag in my RGS, in turn I also scraped the primary, heat shield and lord what else, I got lucky as that meant I was to far over. More to story not really worth reading. Lets just say I dont do that no mo.
I had an Ultra and now have a Special. I way prefer the Special but it took about 1500.00 to do so...
Road Glide Special: I don't like the short rear shocks and the stretched bags. I am fairly sure I would destroy the bags. - Day 1 - Get 13 inch Revo's as it made a world of difference. Even with the 12 inch shocks, you wont destroy the bags.. I also want a rear engine guard - I added it and it was cheap and easy using the HD OEM part Another must have addition for the Special would be a grill for the oil cooler which has been impossible to clean on my '17

Also Chrome-ish wheels, better paint too (an opinion) and also the option to buy it blacked out - which they didn't offer on the Ultra. I had to powdercoat my Ultra on my own to get that look (which I know isn't for everyone)..
