Dealing with a bragging co-worker
Luckily, although they have tried several times, CARB (California Air Resources Board) has not required motorcycles to pass any SMOG tests.... yet..
The last real attempt was in about 2011. They then negotiated with the manufacturers, lobbyists, and consumer groups. The result was the requirement that all motorcycles manufactured after Jan 1, 2013 must have an EPA compliance stamp on all exhaust mufflers. Then CA passed a law that any 2013+ motorcycle, without that stamp on the mufflers, is in violation of an equipment violation. Even if you had an EPA compliant muffler, but the manufacturer for whatever reason decided not to put the stamp on it... you were violation. LEOs no longer had to prove it wasn't in compliance, just that it didn't have the stamp. Luckily most LEOs don't give a crap. Some smaller cities will push for tickets by their LEOs, but the vast majority won't look twice... unless of course you're being an idiot... then all bets are off..
As for visual inspection, while there are a few exceptions, the first time any bike is registered in CA the bike is inspected for the CA. CARB emissions sticker. That CA CARB sticker is the only visual inspection, done at the DMV (or certified by a dealer)... And once it is checked, as long as that bike remains registered in CA, there are no other inspections. Probably a good thing, because the few bikes I bought that needed to be inspected, the DMV inspectors were pretty clueless...
The hardest part here in CA, is getting parts. Any performance part, must have a CARB executive order that proclaims it to be in compliance with EPA and CA CARB restrictions. It is an expensive proposition to have a part tested and certified by CARB to be emissions compliant. CARB went after a few shops in CA, almost shut down a couple I know of. It's a big dollar fine. Then CARB started going after shops/vendors that were shipping non-CA compliant parts to CA. Right now, there are very few vendors (usually just some smaller ones) that will ship a non-CA compliant part to CA.... Just not worth the hassle for them.
It's not against the law to possess a non-CARB compliant part. It's only illegal to put one on a street driven, registered vehicle in the state of CA. Well, it's not illegal to possess the parts .... yet...
Of course, I never break the law... But I suspect there are a bunch of motorcycle riders in CA that may have an address, or a friend, that lives in a free state... let's say maybe AZ. They will have the parts shipped to that address, then pick them up, or have a friend reship them to CA.

Thats the best way to handle guys like that. Maybe he wonders why you dont invite him. Maybe he doesnt. Who cares. I dont have time for people like that in my circle.
Oh and laugh your *** off and be ready with a handy quip when he goes to sell his salvage title bike and gets about 1/4 what a CVO is worth.
