Just for reference, I have all H-D accessories. Here is the measurement for my stealth rack. I also have the covers on the docking hardware to keep them clean when not in use.
Just to add... when I 1st got my chopped tourpak and mount (Harley branded) is was a bitch to get on the front mounts. It is a very tight fit. Even 5 years later it is still tight and requires to be pushed on, it doesn't just easily slide on. I angle the pak with the rear very high so I can see the front posts, then a good oohmff and it pops on.

I dont constantly install or remove my tour pack or the back rest or luggage rack but as you note, mine dont just slide on or off. Takes some effort and care. I wouldnt like it if they werent somewhat tight to install. Usually remove when doing a deep clean. Tour pack when tripping.

So yepper, HD is basically working to 3/4" numbers while this freaking HW tour pack mount is sporting .700" wide C's up front. M only question now is how could a company that successful flub up that freaking badly? Their paint on the TP is impeccable, the liner I bought is extra spicey and the tour pack hardware is solid but some ******** missed a docking measurement by .050" to the tight side?
Fortunately I'm a machinist and I'll just turn a spool to fit tomorrow (actually I'm but I'll just supply a cartoon to one of my lathe buds and they'll turn it for me) but I won't sweat HW's about it cause I'm sure this post will cause them more aggravation than this situation will cause me thanks to @chopper_man and @RKZen
As mentioned, the “C” part of the rack is not easy to slide onto the chrome spool. You do have to work it on. After all, the difference is only 1.15 millimeters.

Trust me when I say I'm exercising no small amount of patience and restraint with this response and for that reason was simply going to opt out of responding at all but for the purposes of clarity within this thread and so no one ever attempts what you are inferring?...
No matter what unit of measurement you want to express it in be it metric or standard and in all fairness? I'm a lifelong aerospace machinist/fabricator where many times I was required to assemble press fit metal parts where at times we could control drive .001" interference fit parts where the wiser assemblers would use a hydraulic press where pressroom tool & die was my fort'e that said? I've removed the black plastic C's to see if there was enough plastic for me to mill away without violating the powder coat finish of the mount itself and hit that .750" dimension. There's not. The plastic C insert is only .020" thick X's 2 sides and I'd be down to metal by the time I enlarged it to .740" to fit a .750" diameter spool.
