I had the same dilemma a couple of months ago. My RK is in vivid black, so matching paint color wasn't really an issue for me. What was an issue for me was the price. The Hogworx came with a passenger backrest for about $800. The H-D tour pak, plus a passenger backrest, totaled about $1600.
Installation was easy. Color matches well. Wife and I are able to put both of our full-face helmets in the Hogworx tour pak with room to spare. ( A friend with a H-D king tour pack commented that he could not close the lid on his with one in it.) The latches and hinges seem secure enough. It comes with 3 keys for the latch. Having separate keys for the tour pak and the saddlebags is kind of a pain, but I understand I can get the latch "re-keyed" to match my H-D keys if that becomes too much of a hassle. It doesn't seem flimsy, but I am still careful not to sling the lid open or slam it shut.
One negative point: I ordered a high-mount brake lamp from Custom Dynamics to install in the "trough" on the tour pak lid, but found that it didn't fit - the "trough" was too shallow. I called Custom Dynamics, who informed me that it should fit, but after sending them pics, they ultimately agreed it didn't and allowed me to return the item. (Custom Dynamics has great products and customer service, by the way.) I called Hogworx to inform them of the problem and was told the mold may have been changed recently. I am thinking of putting a Custom Dynamics light bar on the tour pak, but need to compare the dimensions of my Hogworx with an OEM to make sure it will fit.
Overall, I'm happy with the Hogworx. It does what I need it to do, looks good and was 1/2 the cost of an H-D.
My Shoei full face helmet fits in my 2019 Harley tourpak. A second will also fit if my passenger rode with one.
I tried not to "need" a tourpak on my 2019 FLHTP. But I found that it limited my trips and I had to return home quicker when running errands.

Whoever makes it, it’s better that the aftermarket painted parts.
If you need a tour pack for your once a year ten day tour, maybe you save the money. If like a lot of people you think the trunk will stay on a good portion of the time for a passenger or weekly rides, spend the money. The Harley quality is simply not available in the aftermarket.
I had a couple of Amazon King Tour packs, an Advanblack, and have now settled on an authentic HD one. Harley's product was clearly better.
PS - the Amazon parts were just plain crap. End of story. I had what I considered to be a one-time quality escape on the Advanblack. The box itself was really great, and I was going to just have them replace it, but they didn't have any in stock so I went Harley because I was under time pressure for an IB ride. The folks at Advanblack were super responsive, friendly and eager to help, and I wouldn't hesitate for a second from buying from them again.

The Harley molded parts are still manufactured by H-D at their plant in Tomahawk , WI. They make the windshields, saddlebags, fairings, and I'm sure the tourpaks there. I think a long time ago they also made the H-D sidecars.
I recently upgraded to the new style H-D saddlebags on my '13 King and the label on it says it all. I know the Union guys are proud of their work and the label has who made my saddlebags. My chopped TP has a similar label.
While I don't have OEM tour pack I did review on HogWorkz and I have to say I am really satisfied no issues really. One hinge slightly scratched where it touch other side of the hinge after 2000 miles trip. Beside that works great. I would get it again if I have to. I use it occasionally for long trips so it does the job for me
