There should be a springplate (Part 14 on the diagram below) on the pivot pin between the peg and the mount. It may be missing or it may be flattened out and not providing enough resistance.
Floorboards have a small spring and ball bearing in the mount that engages detents in the floorboard.
Easy home fix.....dental floss tightly forced in and wrapped around the small gap next to the pivot bolt and tied off. Makes it slightly harder to raise and lower the pegs. No more falling down, Worked for me.
If the pegs are replacements, I quarentee the washer/shim/whatever theyre called either were not put back or are installed incorrect. Ask me how I know....
Interesting, when did the MoCo switch to a pivot pin w/retaining ring instead of the old reliable bolt & nut....??? Doesn't seem like a step forward to me... Gotta be a cost thing...
I never had an issue with the old style bolt/nut combo which is on all the bikes I currently own. Even when the spring washer loses it's spring, you can always snug down the nut to get the proper tension for the pegs to stay up.
OP, maybe you could convert that pivot pin back to a bolt/washer combo and not need to mess with new spring washers or dental floss, that is if HD didn't change from the standard foot peg mount hole size...
