Myself If the pads are not grooved seriously sand or file them smooth and run them if you want.

I just purchased a pair of HD front floating rotors for my 2011 ultra classic.I just have a question about weather I need to have the wheel balanced after I install them?.And also do I need to replace the pads? The pads are stock HD with plenty of pad left on them.Im replacing the rotors because the old ones were warped.Thks
If the wheel were mine, I would replace the break pads as well. I plan to get new rotors for the front wheel as well but I will wait a few thousand miles until the pads wear down a bit more.
The rotors are balanced. No need to rebalance. As for the old pads. You’re already there. You took your underwear off for the shower, may as well put on a clean pair.
