Ultra's in 2000 were FI only, and it would be the MM. Delphi didn't hit the touring models
until 2002
That alone would eliminate it for me, unless it was $3K or something. And then convert it to carb.
Most of those early MM ones were.

When were tensioners done? Bike has around 50k miles, at some point it will need to be done again Did he go gears or replace pads? With adjustable pushrods, it is easier to change.

I don't see model listed, if it has I at end, I would not touch it. 2000 was MM fuel injection, and is harder to get parts and get people that know how to work on it. 2002 was the first year of delphi fuel injection, if I was getting fuel injection that would be the year, or newer

You came to the right place for advice. We are more than happy to help, comment and provide opinions on other peoples motorcycles as collectively I think folks here have owned most every Harley made.

If you got the money, newer is typically better. Older ones or ok, to get your first. You may or may not stay with that bike. But if you got the money to spend a little more, better. Personally I would look for 15-30k miles, but I am not afraid of higher, I got one 70 and 90k, but you can start to get into little stuff once you get around 40kish.

Obviously it depends on what you got to spend.

In the States that is a 4-5k bike (maybe a little less during winter) seeing you are up in Canada I say 6K is the upper end. If I was looking for a ‘cheap’ UC I’d specifically look for a FI 2002.

Any up grades or replacement(s) in the Primary? Compensator, chain tensioner, bearings, seals?

You ain’t pestering us Canuck… glad you were able to up your standards… if it was me I would try my best to get a 09 or newer. Bigger tank, better frame.
