03 electra glide speedometer issues
By cutting out I will guess that needle and odometer are not functioning correctly.
Review speed sensor.
Review sensor connection and then clean sensor.
The speed sensor sometimes gets dirty.
Remove, clean and re-install.

Do your turn signals fail to cancel? That too is a sign of a bad VSS. If the speedo cuts out, but turn signals still cancel, I would suspect it is some other cause..
When the speedo stops, are you losing power to the speedo (backlighting turns off too)..?
I would start with checking the battery, and the cables... especially the grounds. A loose, dirty, or otherwise compromised electrical connection can cause all sorts of "glitches". On most electrical issues I start with verifying I have a good, solid 12v source, then trouble shoot from there..

Speedometer stops? What does "stop" mean to you?
For example:
Does needle function? sometimes? never?
Does odometer still record miles? If odometer records miles then speed sensor is OK and problem is not speed sensor.
Radio lowers. (volume)..The auto volume control is related to speed sensor signal.
It is unknown if turn signals fail to cancel.. Also related to speed sensor signal.
It is unknown if when the speedo "stops", are you losing power to the speedo (backlighting turns off too).. Basically trying to figure out if it is a power problem or sensor problem.
What does "stop" mean to you?
The speed sensor has been reported as pulled and cleaned.. Guessing removed from Transmission mounted location and somehow cleaned.
What does "pulled" mean to you? What does "cleaned" mean to you?
Was their a lot of grit, debris, metal flakes or powder on sensor?
It is unknown if the wire connector for speed sensor has been checked and it is unknown if the wire has been checked for any cuts(broken wire).
This is a fairing bike with many wires running to fairing and it is unknown if any function changes when handlebars are turned due to a wire loom break.
Not unusual for wires to get cut near a fairing support...making it important to know if it is a power problem or speed signal problem.
The reason that details are important is that sometimes people start buying and exchanging parts without a true diagnosis.
Is everything else on bike functional.. Tail light? Brake light? Turn signals? Dash lights?
The changing of parts just complicates the situation because a good part might be exchanged for a new part that is defective and that makes diagnostics more difficult.
For example: Has anybody checked battery cables and also voltage at battery with a meter, at rest, at idle and high idle..A high voltage situation sometimes makes it presence known with speedometer issues due to over voltage... a voltage regulator problem...Do not use fairing meter as the tool for test.
For example: I have known individuals to change multiple parts on a 2003 touring harley when the actual problem was a loose battery ground cable to the back of primary.
