As mention earlier.
It is a washer with a center part that covers bolt.
The black HD part is what needs removal.
You would need to pry the little center part UP not the whole washer.
The center part kinda sorta snaps into the larger domed piece if i remember.
You probably had the matching nut up top (below speedo and above instrument lights) that fancy nut was removed and is not visible in picture.
