No one here can honestly answer that question. Who's the painter, where's it being done, how difficult is the portrait, how good of a rendition are you willing to take etc etc etc. Talk to a painter that will do it and look at samples of their work.
Absolutely no way to even guess a price with the info given. Pighead Customs is in Fletcher OH, about 3.5 hours from where you are located, would be a nice day trip, call first and set up an appointment. He does good work. There are a couple decent places across the border in PA as well. Roll On Cycle in Oakdale PA is another good choice. There are literally hundreds of artists within a couple hours of you, may take a little digging, Facebook is useful for this. You could show a painter the same exact sample or picture of what you want done and receive a wide range of pricing, its art, and the better the artist, the pricier the work (usually). let us know what you find for future reference.

And don't forget to include the depreciation of having a custom mural on the bike when you go to sell it.
There are plenty of money-hole bikes out there with some really wild and very well done art that is only appealing to the owner.
It wouldn't be difficult to create a bike that nobody will buy, thus the cost of the artwork has increased to well beyond what the artist charged.
If resale value is any concern, make good choices.
