I never ride a passenger so...
Anybody got idea how to lower these brackets so an old effer can get his feet up on them for a little rest while riding?
You don't mention the year or model bike, but....

i'm envious of her being able to do that, but with my short legs, the passenger pegs interfere too much when i'm trying to back the bike up and hit me in the back of the calf.

Look close at yours, and will bank that your top channel has a plastic plug in it, that you can remove to mount the pegs higher on the plate (put the plug you pull out, on the bottom hole that you will not be using with the pegs mounted higher in the side plate.
If already at the top channel, then there are add on brackets that was listed, to move the peg even higher.
Short of that, then go to passenger floor board that will allow her to get up in the seat with ease using them, then these that have two different height settings in the forward positions, and back position to get them out of the way when she is not riding with floor board up as well to get them out of the way.
note, all the way forward position works great for the SO, and while the higher up forward position works great for the kids with short legs still.
