Those are the old "cast" body breather assemblies. They were superseded by the newer "stamped steel" body breathers. The newer "stamped" breathers were supposed to be better than the "cast" breathers, and certainly better than the older, black Plastic body breathers.
I always upgrade to the newer style, when I find the older cast or plastic body breathers in an engine I am working on.
A good side note on the newer stamped breathers, they are thinner than the cast breathers, use shorter bolts, and are easier to install/remove while in-frame than the cast breather assemblies.

They are located just under the rocker covers, between the rocker arms. I wouldn't open up the rockers just to replace these if there were no breather issues, but when I do open up the rocker covers for anything else, and the plastic or cast breathers are in there, I just replace them with the newer stamped version, #17025-03A @ $30.70 ea. Before Covid, you could get them for under $20....

WARNING: Any time working in the rocker arm area, and removing/re-installing bolts into the Rocker base..... make sure to clear out any bolt hole with compressed air before re-installing and torquing the bolts. If oil drips in the hole, and isn't removed before reassembly, damage can occur when torquing the bolts down.

I do plan on blacking out the tops of my motor since it will be down anyways. Anything else you recommend doing?
I plan on doing black pushrod tubes and tappet covers as well. A black S&S teardrop AC will be installed as well.
I have a 2011 Ultra converted to Streetglide with a 96. I went with S&S MR103's. The rpm range you are wanting is what I wanted. These cams run very nice in that range. I bought them with the intent of growing into them with more bore in the future. Very happy with them as is though so no hurry to do anymore at this time.
I have 2010 FLTRX, 96" but the most recent build it was big bored to a 103. I too went with the MR103, at the recomendation from S&S. I have high comp pistons, shaved, ported and polished heads. The MR103 really woke it up. I did have it at the dyno shop for about 4 hours of tuning with the Power Vision. It's a beast. I also changed the trans pulley to a 31 tooth, making my low end torque crazy good. I gained 10hp from the dyno tuning.
