I am not sure about volume. But all your preset stations will be there in every vehicle I have ever owned.

I am not arguing that it does not use some small amount of power, as I also wrote the clock needs to preprogrammed

You are saying that what ever volume it was last on is preset. If you ask the average person what a preset is, they will tell you what radio stations you have programmed. Which don't care about the battery.
