That is not normal. Yes you can mix Amsoil with another syn 20w50 without a problem. Have your dealer enter your vin at HD.NET UNDER SWR INQUIRY and it will tell you if you are out of warranty. If you are not out you may consider talking to the finance person and taking out an extended warranty. The o5 bikes should not be using that much oil. I have an 03 with a 95 inch build with tw-37 gear drive cams. Recently I have traveled about 3,000 miles and am about to change it but this milage was done in heavy hot traffic and about 700 miles at plus 80MPH on 100 plus days and have only used about three quarters of a quart. Check it out .Running a quart low will not hurt. A lot of the oil is for cooling rather than lubrication but dont let it ride. Get some added ASAP.
I called today and set an appointment for the 16th. I found out my warranty ends the 29th of September. The service writer said they would bring the bike in and run some tests, then send me out for a 500 mile test cycle. He said that since I have reported the problem and set the ball rolling before my warranty has expired thar it will still be fixed under warranty even after the 500 mile cycle (if there is even an issue). I guess I was in a little bit of a panic to get it done with no out of pocket, but I am wondering if it is really an issue. I told them that it was down a quart every 500 miles. A bit of a stretch since it was actually 1000 miles. But, we shall see. Thanks for the advice guys, I will keep you posted.

Is the vehicle through its break-in period? Remember rings must seat before they will begin to seal the cylinder to piston clearance.
After a discussion with the customer on the complaint and a brief inspection of the vehicle you should be able to determine if you are dealing with a rich condition, oil consumption complaint, or customer misperceptions".
That's the actual memo that was sent to dealers in late 05..you can see that they consider 1 QT per 1500 miles on a Tourer normal...hope you get some assistance......
Your plugs are all the evidence they need to acertain a valve guide seal problem - have you looked at them, btw? One should be encrusted in black carbon if it's using that much oil. Most of the HD bikes we have seen use little or no oil between changes.
My 05 Ultra had this issue and was discovered at the 5k service, evidenced by the black deposits on the front cylinder, back was okay. Fixed under warranty and oil consumption went to zero. Just had the 10k service, oil level didn't change in 5000 miles.
My friend with an 05 is going through this right now, he's taking the bike in today (out of warranty). There was a fund for covering this issue, but he's being told the fund is gone for this year. We'll see what Harley will do about it.
My bike (05 FLHRSI) has never used oil. After the 7500 service it used a quart between 7500 and 9000. I am taking it in and my service manager said he would do the seals, no examination, no questions. Guess it depends on who you deal with and your relationship there. I use my dealer for service and have cultivated a very positive reolationship with the service manager. We do a lot of referrals back asnd forth. That being said, I know air cooled will use some oil in the normal process of running but 1 quart in 1500 easy miles is excessive to me and apparentkly to the service manager also.
you will have to check with a dealer to see if your bike had the running upgrades.
You don't mention (I don't think), if you did the oil change yourself and if it was the first one.
But 1qt every 1500 miles is a little high. I have an 06 and have never had to add oil between changes of about 3500 miles to 5000 miles. Nor on the 01 road king police or 01 EG
I normally use 20w50 semi or full synthetic by valvoline.
Been a valvoline fan since the 60's.
Three ways you can be getting increased oil consumption if no leaks and you did refill it properly.
valve stem seals
piston rings
emissions control system in the heads / rocker boxes.
HD did a running upgrade on the valve stem seals and the emissions control umbrella seals in the rocker boxes.
My front oil seal is gone hitting a Qt and 1/2 in 1500 miles and the front plugs gone in about the same amount of miles,mines outta warrantygoing have to see if they'll do something since it's a know problem.

I don't know if it works that way, but I hope I do not have to find out.
