I recently purchased an 2011 FLHX and have replaced the front and rear signals with LEDs.
I want to install the Custom Dynamics brake flash modulator, the question is, do I need to install the Load Equalizer as well to fix the hyper flash and key light? Or does the flash module do both?

It would be hard to even make a guess without knowing what model number you bought....
However, a quick call to Custom Dynamics will give you the best answer....
Short answer is yes. You will need a load EQ to return the turns back to normal flash. I went with the CD Smart Triple Play for my '13 King when I went with all LED lights. This CD unit is a load EQ, brake strobe, and makes your rear turn signals into a run, brake, turn. But your FLHX already has the run, brake, turn.
CD sells the strobe unit separately, but you'll also need a load EQ to stop that hyper flash in your turns.

Let us know what CD says, I put their brake flash on my 14 limited and moved it to my 21 RG and never had a load equalizer. Also had their led turn signals on the front. Poor memory, but I thought running the hazard lights for a couple minutes fixed the hyper flash.
Pretty sure the CANBus bikes doesn't need a load EQ. The OP has a pre-CANBus bike. Someone can confirm, though.

When I ran his year/model, CD offers a Triple Play module for his bike; SMART TRIPLE PLAY SS6 FOR 2010-2013 FLHX/FLTRX", CD part number GEN-TPU-SS6...
I thought all triple play modules have the equalizer built-in, but it also says,"SMART Signal Stabilizer(sold separately) is required on 2010-2013 Harley-DavidsonŽ Street Glide (FLHX) and Road Glide Custom (FLTRX)when SMART Triple Play is installed."
I spoke with CS at Custom Dynamics, for 2011 FLHX I would need a load EQ and a strobe module. ( 2 separate modules) The Triple play does NOT serve as a load EQ on 2011 FLHX.

FWIW - I replaced the brake light bulb with a flashing bulb on both my 2010 FLHTK and ‘42 WLA. Way cheaper than the whole CD set up. They are all over Amazon. Both for the old school 1156 & 57 bulbs and the newer style one. They have internal circuitry to make them flash.
