It looks like the strut is blown. The actuator is loose. If I push it down, it stays down; there's no pressure behind it. Looks like I'll be ordering a new one. Thanks to Ip for the links.

Before you order a new one, try this, costs nothing.
I tried that process and the piston seemed to start working some but it still would not hold the backrest into position so looks like I'll have to order a new one.
