If the new wheels have TPMS sensors in them then they can be programmed to be seen by the bike else it would be a **** show if a sensor failed and was changed. If the wheels don't then it's pretty obvious what has to be done, IMO.
What your 'other' needs is a factory service manual.
First it was the 'he changed the brakes and no pressure' and now 'he didnt do TPMS right'. Maybe you can get him a manual for xmas. Im being serious, I keep a PDF manual on an old laptop in my garage so I can reference stuff like this while Im working on my bike. Best of luck.
So I had to come back and edit this so I didnt come off like a total *****. These newer Harleys are all electronics now and require new methods of working. Im an old school mechanic myself, I could set a carb and timing by ear, but those days are long gone. He should get a manual and use it, not only to make sure hes not missing a crucial step, but also to gauge if hes capable of the work.
