Default Tire pressure

My other changed the wheels on his Road Glide. Now he can’t get any indication of tire pressure.

Did he move the TPMS valve stems to the new wheels?

No, just finding out he needs to do this at a cost of $200. Is there any way around it?

Are the valve stems in the new rims Harley TPMS stems? If yes, the dealer may be able reprogram to see those.

He says old stems are Harley. But he called Harley dealer and they were the ones who wanted $200.

Sure, as long as there is no tire mounted to the wheel. Just mount the old sensor/stem in the new wheel after you remove it from the old wheel.

You also need the ID numbers off the sensors if using new. Those need to be programmed into the bikes bcm. If using the old ones, on the new wheels, make sure they go in the same orientation. IE, front wheel sensor goes in front, same with rear. if you swap them, the reading will be backasswards, as Harley doesn't have a pick up that senses the wheel like a car, as you cant rotate motorcycle tires.
