On the road King Classic i have there are no weather seals of any type, I suppose you could try to add some but I do not think it will do you any good due to the way these bags are designed.You can get some of the liners for the bags or just use a cut down heavy duty garage bag for a liner when it is likely to be raining. When I take road trips I will have a couple bags rolled up and ready, or you could get some hard bags.

Guys, He has the Road King Police. They are Hard Bags!! I have the hard bags on my RG and have no issue. I had a 98 RG as well and never a leak all those years. I would put a weather strip along the top of the bag where the cover rests and make a good seal.

DOH!!!! I see now he has the police model so it should have hard bags and a new weatherstrip should cure it and I would look for extra holes that may be drilled in the bags and seal them up too. I had a 1974 Police bike and the contents got wet until I figured out to seal the extra holes on the backside of the bags!!
