The police bags usually have one or more holes in the fender side of the bag that need to be plugged; especially the left saddlebag because with the bike on the kickstand the left saddlebag's backside is more exposed. Otherwise, check the latch mechanism in the saddlebag lid (on the inside of the lid) to assure a tight fit between the shaft of the latch mechanism and the hole it passes through. Also, check to see if there is afoam donutunder the hockey puck; it fills the space under the hockey puck and is glued to thesaddlebag lid. You may need to remove the hockey puck to check this.
