No. The Accesory plug requiers the ignition switch to be ON in order to open the circuit. You need the PigTail for the battery tender. Wire it directly to the battery, run the plug to any convienent place, and plug in the tender to it. Battery will stay charged all winter while the bike is in storage. Can't overcharge, so you don't need to worry about that.

Many of the dealerships in my area install the battery tender pigtail on all the baggers. Its usually cable tied to other wiring on the right side of the bike near the oil dip stick.

The Harley Battery tenders I purchased included the pig tail that attached to the battery. It also had the jumper style cable clips but I wired mine direct with the pig tail.

I bought two of the tenders and a extra pig tail for my honda rebel. Three bikes two tenders and three permanent installed pig tails. Each tender was about 39.00 and the extra pigtail was 7.50 I think,

I will just switch the tender from one bike to the other that I keep all winter in the basement and I will put a tender on my Ultra that I keep in an enclosed trailer in my barn.

That's exactly where it is on my '06 EG Classic. I love the H-D tender.
