I put some eye bolts through the inside of the cargo box then through the frame and use bungee nets to keep everything from shifting "in flight". On my trailer if you don't bungee everything down, it all ends up in the nose of the trailer. Of course if my wife goes along its usually stuffed to capacity where a M&M candy couldn't roll around.

I've been real happy with the trailer. I would rather pull a trailer than overload the bike with stuff. Never did like to put bags on the tourpac. I try to even the weight in the trailer somewhat and use the contents of the cooler for the correct tongue weight.
