STOP!!! If you just want to adjust your bars, just pry that black and brushed aluminum trim piece off. Its just above the lock in the picture. I use a plastic knife to pry mine up right in the middle. (the plastic won't scratch the chrome) If you're changing out the bars, then you'll have to go through the headlight bucket as stated earlier in the thread...
EDIT...You said there are no screws under the "dogbone"? Mine (2008) has two handlebar clamp bolts under that cover. If they are not there, I don't know how to help. Sorry.

If you can get to the 4 bolts on the handlebar clamps, you're in luck. If you have to go through the entire removal process, you might as well ditch the 2 clamps and install a single piece handlebar clamp. They're not that expensive and are a better clamping device than the 2 pieces that are standard on the RK.

But there should be a couple of holes. Down in those holes are the tops of the 2 bolts you need to loosen to adjust the bars.

Rob7711, I just adusted my heritage bars on my 09 RK, simple 3 min. job, as stated before, remove the brushed aluminum and black cover just above the lock, I actually just pryed it off with my fingers, then you will see the 2 allen head bolts to adjust your bars.

Thanks guys for your attempts to help but I think I have found the answer to the question ... apparently my model is what the moco calls Harley Davidson International and these models are slightly different ..

Here is an extract of from the service manual (yes, I bought a copy in sheer desperation .. hehe)
which I found under the Fork Lock Removal section ..

NOTE
On HDI models, use a center punch to make a pilot hole at the
top of each break-away screw. Install a 1/8 inch left handed
bit in drill and set the drill to reverse. Positioning the bit in the
pilot hole, spin out the break-away screws.

Apparently those two blank screws are what moco calls "breakaway" screws ... some sort of security feature I suppose. Now to get to it and get those heritage bars fitted ...

About the only thing you don't remove is the nacelle.
Remove headlamp trim ring.
Remove 7 or 8 screws that hold headlamp assembly in place
Remove headlamp from harness.
Remove screw at headlight end of nacelle spear.
Lift spear out.
Loosen screw hidden under spear.
Remove plastic trim piece around keyhole.
Remove three screws that hold the cover
You should now see the 2 allen head bolts that hold the handlebar clamp
Loosen them, adjust handlebars, tighten.
Reverse sequence to reassemble.

Good luck!

Dude. You wrote this 10 years ago! and you may not get my post but I a so grateful to you! I am changing out my handlebars on my 2017 Road King Special and they have not changed the fastener cover at all and thanks to you I was able to remove it. Couldn't have done it without you. Thanks so much. Tomorrow am, I'm back to finish changing out my bars!

If you had to rely on this to get the job done, it's time to get that factory service manual! Don't enter the workshop without it!
