You might double-check that. They are legal on a federal level and with wording that says states cannot over-ride. See the WebBikeWorld article here. There is also a link to a small version intended to be printed out and kept with the bike.
This Federal law supersedes all state laws and makes motorcycle headlight modulators legal in all 50 states. FMVSS 108[/b] (Federal Motor Vehicle Safety Standards) (49 CFR Part 571.108 S7.9.4) allows motorcycle headlight modulation systems all 50 states provided they comply with the standards set forth in this section.
edit: btw, I have both the SD headlight modulator and the SD taillight modulator.
I have had people move over. Never had anyone get pissed and come up behind me. Course 90% of my riding is in Mississippi, Alabama, Arkansas, and Tennessee. Not much road rage here. Most people carry a firearm in their truck/car, and everyone knows it, so they behave.
Regarding looking like a dork....When I recently switched from a half helmet to a modular helmet, that sort of sealed the "dorky look". The modulating headlight is not near as dorky looking as the fullface helmet.
I use mine in heavy traffic or in areas with no turning arrows.

We have it on ours , in fact it was the first mod we did after the purchase. What has seemed to work good for me is to leave it on the low beam side where it does not modulate. Ill flip it over to the high beam, in the modulation mode at an intersection,or in heavier traffic,yes you do get the looks, but I dont heal as fast as I use to.I like it, and yes I also have the brake lightflasher. Didn't you just remove your crash bars? Just kidding with ya and please take no offense, but obviously to a great degree looks do matter to all of us.
We could all paint our bikes florescent yellow and be extra safe too, but that would be silly. I haven't decided yet - might leave it on as an option, or I might take it off. Whatever the case, each of us can do whatever we want which is part of the fun of having these monsters. Because I think a flashing light on the front of my bike looks dumb should not get anyone all riled up that I'm an idiot who thinks looking cool is more important than safety. If we really want to be safe we should all just stay home - but what fun would that be! : )
I ride extremley defensively and have been operating emergency vehicles for the better part of 25 years.I swear that when cages see flashing lights comming at them they become mezmorized and head right tword ya. I am though very happy with my Brake/tail light flashing unit, as it seems most at least know when i,m braking and dont come up my tailend. I trully believe that all Motorcycle Manufactuers should be adding more to the Brake light area as stock.
I was thinking of going with the modulator, I like the idea of being able to alert cagers at intersections and those that are making a turn in front ofme, but being able to run on low beam at other times. Is the install complicated?
