No offense taken at all...

Those damn crash bars aren't... they're only there for when you dump your bike at the bar and that's it. Oh, and to mount your hiway pegs...

They are illegal in Illinois.
Install one, wait for the idiot to cite you, then go to court with the DOT regs, and point out to them that they can NOT supercede federal statutes, which SPECIFICALLY allow 'em. If ya want a copy, jest lemme know - or you can d/l 'em from a BUNCH of sites on the net.

I fought the local cops to a standstill over 'em when ah installed mah first one back in '96. Went 'round an' 'round with bein' pulled over, finally met with the Chief of Police, an' gave him a copy of the statute. He noticed me makin' a note in my Daytimer...asked me what ah wuz doin', ah informed him that ah wuz noting the date/time of the delivery of the freakin' LAW to him, because the NEXT time ah wuz pulled over, mah attorney wuz prepared to file a harrassment lawsuit against the city.

They started informin' their patrol guys at the next roll call....<evil grin>. Now, bear in mind that as ah told the Chief that, ah had a grin on my face - but I also explained to him that I was sick and tired of bein' pulled over for a "violation" that was, in fact, NOT a violation - and that it was long past time that it stopped. He took it in the spirit that I meant - not as a threat, but as a statement that it was time that his cops KNEW the law. Ah ain't been stopped by their department since. I even provided him some "basics" of what made a modulator system legal (there used ta be folks jury-riggin' 'em), and references as to who the primary manufacturers are.

Finally got the scoot out for a short putt this weekend, and to my surprise really didn't like the headlight modulator at all. I bought the Kisan unit with sensor which functions perfectly, but I felt like it was really bothering people and making my bike look silly. When I would come up behind someone I could see it flashing in the reflection on their car, and some folks would pull over to let me pass and then pull back in behind me, stuff like that. I spend a lot of time and money trying to make my scooter look good, unique and something that I am proud to ride and show off - the headlight modulator just looks too weird for me.

Might be posting a good deal on one here as soon as I pull it off.....
I've had mine on two bikes for four years and have had maybe two people act weird while in front of me, apparently thinking I was a cop. I've never felt ill-at-ease about having the modulator working, and never had a problem except one or two people who told me my headlight wire was "shorting out." "Okay, thanks!" I know it is making me more visible, and that is worth any weirdness factor I may be imposing on myself, IMO. Anyway, just my 2¢.

the first step in safety is see and be seen. if they don't see that do they need to be on the road? I would rather look silly than dead!!!!!!!!!

You are wrong. They are 50-State legal. It is written into the FMVSS Code which trumps any state laws.

I have that unit installed on my Street Glide. What you are complaining about is what will save your life one day! I want people to see me and get out of my way!

When I pull into a parking lot or someplace where I don't want it on, I just flip off the high beams and the unit does not flash when on the low-beam setting.

FWIW......

[hr]
Reference:

Title 49 of the Code of Federal Regulations (49 CFR Section 571.108)
Paragraph S7.9.4 ⎯ “Motorcycle Headlamp Modulation System”
This Federal law supersedes all state laws and makes
motorcycle headlight modulators legal in all 50 states.
FMVSS 108 (Federal Motor Vehicle Safety Standards)
(49 CFR Part 571.108 S7.9.4) allows motorcycle
headlight modulation systems all 50 states provided they
comply with the standards set forth in this section. Title
49 USC 30103 (b1) (US Codes) prohibits any state
from forbidding a system that conforms to FMVSS 108.

[hr]
From the Kisan website:

The unit is mandated legal in all of the states by federal law, so we include a wallet card to carry citing the law just in case an ignorant cop stops you. (It appears there are such cops in Illinois, who have been issuing tickets that are promptly dismissed in court.)
