Sounds like they didn't order the stroker kit ahead of time. I ran into a similar issue on my old RKC. Guy told me parts would take a week, they took 3.

I want to know how long is unacceptable for a bike shop to return your bike from rebuilding a motor. If a bike shop take longer then they states what can we do as riders besides not go back there? I'm a patience guy but I would like to ride my bike.
What is the source of the hold up? If its waiting on parts the dealership has no control over that. If thier just not working on it you need to find out why. Your poll is WAY to general and vauge. What are you having them do/ why is it being rebuilt?

Sorry to hear of your frustration, and generally I agree with your point--but also recognize people get sick, family emergencies occur, vendors supplying parts or services have their own problems, mistakes are made,etc. and etc. Putting a delay on the level of "a man's word is his word" would be reserved for liars and cheats, not understandable and "normal" events.
You have to allow time for the parts to go out for the diamond cutting, that could take 2 weeks to allow for shipping and the work itself. The motor work itself should only take a day or 2 at most.
You have to see what they are sending out, what they are doing in-house. A month could be exceptable if they are sending a lot of parts out, or 1 week would be expected if they are doing it all in-house.
Getting a 106 Kit and daimond cutting the heads and barrels.
Last ones we did Diamond Heads is two weeks in thier facility plus shipping each way, call that three weeks.
Unless YOU want to pay to overnight them back, $150.00 to get them three days faster. Ther is no way to make a third party work any faster so when dealing with them you have to deal with being onthier time not yours!
Diamond heads is alot faster than they use to be. The build on my 113" they had them turned around in less than a week! Just depends on there load but they are alot more automated since they moved and there for less turn around time but shipping takes time. But I agree the build should be done in a day two at the most.
