It looks like an early RL or EL model. Do a google search for Harley Davidson RL and you will see that the 30's and up RL's look just like that.

Looks to me to be in the late 40's...definately Knucklehead in my opinion...and obviously pre-Hydra-glide(pre-Panhead)

I agree, though, it maybe a 48 it has the 3 speed and the foot clutch so I think its between 46 and 48 I had a 48 that looked like its twin in 1961.... Just hard to tell with all the more there is to the picture quality wise that is.....I figure that looking at the picture the guy is adjusting the points or fiddling with the regulator..They were both real problems back then....Thats why the little guy is setting on the seat, he is there to keep his dad from kicking the thing in the tank....LMAO

To my knowledge the tank logo were only used untill 47 - but it could be an E or EL or F or FL(knuckleheads) or U or UL (flathed)... BUT from the Chromed headlight and the chromed tip on the front fender and the very forward posisioned light on the fender this could actually be a 1941 WLD (with optional twin seat) If so this is very rare as most of the production in 41-42 went til th Army... Only 455 of the WLD was produced in 41 and 133 in 42

If you want to put in a bit a leg-work, contact Dale Walkster the curator at the Wheels Thru Time museum in Maggie Vally NC. He is the ultimate collector of vintage bikes. I bet he could look at the pic and know exactly when/what the model is.
I went to the museum last summer, met Dale and took a tour of the shop. He is a great person and very knowledgeable. He had bikes dating back to the turn of the century (1900) and all but 3 or 4 are in running condition, many are one of a kind bikes. So this guys relaly knows his vintage bikes.

It's a 1944-46 Knucklehead.

Photos of knuckleheads - most likely Police version
