hmmm....didja consider that mebbe it's yer STATE that made it work that way? Most states require the REGISTERED OWNER to do the filing on the lien release...not the lien holder!

In Wisconsin...all you have to do is send in the Lien Release with the Title to the DMV and they send you a new one.. no charge...

Sorry - my bad...ah wuz referrin' to higher insurance rates on liened vehicles....never seen that before, since the insurance is for the VALUE of the vehicle, NOT who's gonna be paid for it. If they were chargin' more, ya needa different insurance company.
In the state of California, when there's a leinholder, thebank and the state want to know periodically that the insurance is current. The insurance company never, ever works for free. These costs are added to the policy. This is from discussions with the DMV as well as my insurance carrier (AAA, there's none better or less expensive) as to why I'm getting such a sweet deal on the cost of registration (lower when no leinholder) and full-coverage insurance (lower when no leinholder).
It's the same as if you buy a house. If you put down 20% or more, you don't need to buy PMI (Private Mortgage Insurance). You pay your property tax installments yourself, but you save an average of $300.00 year since you don't pay for PMI. Same deal...
I paid my bike off last month and got a letter from Harley I thought it was telling me I would
see thet title soon but it was a release that said the lein was paid in full and I had to go spend $20

in la, they do it the same way. however, there is no requirement that you have to get a new title. i just left mine as is, instead of paying the 20 bucks. i did contact my insurance company (progressive) and let them know that it was paid off so that they could update their records, they had no problems with it.
