Default Shift-Arm replacement?

I've got a '98 HD FLHTPthat has a stripped aluminum shift arm that attaches to the shift shaft from the tyranny. By looking at the Harley Manual it appears I have to pull the primary to replace this, is that right?

Then, what do you think, is R&R of the primary something for a mediocre wrench? I've not worked on Harleys before this one. What special tools are required? I have a Harley manual, but was advised to get Clymer's. What do you think?
