I'd be very cautious of anyone outright saying that they want to ship over seas. Scam's abound, this is one of the tell-tail signs of a scam. Not that it may be legit. How-ever comma!
If someone was really interested they would arrange a meeting or send you the money. What ever they do with it after the sale is on them and none of anyones business.

if the buyer is in the metro ofer to pay his ticket and tell him to come over with cash only, then you would now for sure if its a scam.
you can tell him also you have a relative in his area that will come to pick up the cash from him.
